Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are waged: positive announcements are issued from multiple capitals. Significant resources is allocated on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capability provided through timely intelligence. From observation points, military aircraft that had been scrambled to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, probably provided by partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly gives way to sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from ruin and additional electricity failures.
Continuous Dangers
Following this, a heavy machine gun fired at a unmanned aircraft close by, part of a rapid response unit – probably allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, damage and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are evidently unprepared to substitute in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, continue.
Political Considerations
It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to abandon the territory that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but averting a entire defensive failure until conditions improve in its favour.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, current information leaks, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
